Unfortunately, IMSLP doesn't have the ordered list template which could do what you are trying to do so I believe that Sallen112 is correct in stating that for the continuation of the list after the volume break your only option here is to input the actual numbers.

I just downloaded them to make sure and there are three different files: full score for string quartet, first violin part, and piano 4 hand arrangement. All the files also show up on the page as having different file sizes and numbers of pages.

It appears that back in 2017 Carolus used that html code to hide all those file entries. Afraid not. Re-typesetting an edition that is protected by copyright would really be no different than scanning/photocopying it and making those copies available for free.Would typesetting while looking at a copyrighted edition that has been edited be public domain?

U.S. copyright was renewed in 1958. Also, since the librettist died in 1957 the work (with text) shouldn't be PD-EU until Jan. 1, 2028.

If, as you state, the Conners 1996 printing is simply a reprint of the edition from the 1820s then it is not protected under copyright and you are free to scan it and upload it to IMSLP. Thanks!

The process is covered on both the Performer's Portal and How to Submit a Score (you choose "add recording" instead of score). Basically, from the work page you mouse over Add File and click Add Recording. Change the tab to Synthesized/MIDI, click Go, select your file and fill in the form....
