Gould: So you want to write a fugue?

This work was published in 1964. The composer, Glenn Gould, died in 1982. So it's clear that the original work is under copyright. But I've produced an arrangement for recorders. Would this qualify as a fair-use transformation?

Sorry for a late reply, no completely under copyright everywhere. Arrangements especially.
