Is this really going to be available? I have followed it for a week and each day it says try the next day.

That message means it has not yet gone through copyright review. If it passes copyright review, it will be unblocked.

The message "This file has been queued for inclusion on the PML-CA server" is what you get, which implies it has been accepted but not uploaded. How long can this take?

Normally, this takes one day. However, due to a configuration problem on the PML-CA server and also to the migration of IMSLP to a new main server, the daily transfer of files is not working at the moment. It should work again in few days.
