If it is possible to impose a block preventing downloading of specific scores to a given continent, surely this would be enough copyright protection to satisfy the law ? earlier this year, I was advised that the Planets Suite copyright was renewed (not sure what that means in real terms) and is held by the Holst estate. (The trustees of Imogen's estate, I think).

Karadar and CoCoA
Horndude is right. When I first discovered the IMSLP somebody had already proposed such a project in connection with the Karadar/CoCoA library.
