I am in the same situation today as you guys, although when I tried to restart my computer, I was able to load the site but barely like being on a old dial-up connection, more or less. Either the site traffic is heavy or I don't know what is going on.

Clearing your cache can reset the downloads to start from the beginning and hopefully it won't run into the hiccup.

It is because the pages for this particular file are not oriented right, the pages would have to be reoriented in a PDF editor and reuploaded. If you printed the pages out, they would be fine as is.
