For Tchaikovsky, I suggest using this site which will tell you exactly what the intended instrumentation is for a work, regardless of what was published. It's probably the most comprehensive and researched composer focused site out there

I wonder where the original user got it from. I mean, it's supposed to be completely lost so where did that page come from? Why is this not anywhere else that it can't be reuploaded?

I wouldn't necessarily trust that Wikipedia list. IIRC its current form was done by someone who tended to just make their own info. I just checked and the box set they released back in 2011 also has Hexameron as a and Pathetique as b.
So yeah, that seems to be correct.

The fact they 'intended to make profit on it' has no bearing on if something is PD or not. The beauty of PD is that ANYONE is allowed to profit off it.

It's not as unusual as you might think. Johann Strauss Jr., Louis Morou Gottschalk, Antonin Dvorak and IIRC, Joachim Raff all have examples of doubling up on the OP number.
