Local ISPs HAVE to import and transmit the material into the country in question. That is what they do, as ISPs. To whom, exactly are IMSLP distributing?
In any case there's only the law of one country: the country where you distribute the music. That is, the country where the end user is sitting. It's not that cut and dried. If you look at it another way, IMSLP's servers only sends and receives information with its ISP, which is obviously in Canada...
