Some of this may be the site itself being down since last night, as to the rest I don't know.

It's no.2 of his Op.139 set "Neue Erzählungen" published around 1905. Original title was Im Ballsaal. (Copies of Lengnick Editions of no.2 by itself, from 1914 are held by at least Brigham Young University and Australian National University.)

I had looked for a few possible matches but was unable to find anything offhand. When you translated the title of the piece and tried HMB or Worldcat e.g. (where translating into French might also help, not sure where Lange's primary publishers were mostly located?) did anything turn up

Also, tried inserting an older, working lilypond incipit into a new page (not saving, as it wasn't an incipit for that new page, just previewing), which worked, so you're right, compiling new ones is the problem- it can even attach an already-processed one to another page. I'm attempting to access Stabikat Berlin and getting a 403 Forbidden error. Is this happening to other people or am I just blocked?

Under the same subject heading, attempting to create new incipits for works on imslp has thrown up interesting error messages implying something about wrong destination directory, or something.

Typesetting programs also work for part extraction (manually is better than automatic), though take time.

Worldcat, anyway, doesn't seem to list anything symphony-shaped published earlier than 1931 (manuscript yes, but not publication). They do list the piano concerto (the latter WC 12124312 , at Buffalo Erie County Public Library, not circulating apparently; also St Pancras and Nat Lib Israel..., in 2-...
