Charles Ives, Variations on "America", for organ

I have this score. The cover says: Variation on "America" (1891). The copyright notice says: © Copyright 1949 Mercury Music Corporation. If this publisher uncovered the work it is copyrighted. If the work was published in 1891 is is PD because this edition is only a "scientific edition". How can I know?

The work was composed in 1891. It wasn't published until 1949. It's free in Canada but not in the USA or the EU. Sorry for the long delay in response but things have been very busy - both with the wiki and with taxes, etc.
