I have a work here (Thomas Walmisley's Service in D Major) which was composed in 1843 and first published c. 1856. The edition is by Harold Watkins Shaw, who died in 1996.

The editorial additions are described as follows:
In the present edition, note-values have been halved and the time-signature adjusted correspondingly. A few supplementary suggestions about dynamics and the use of pedals have been added, in square brackets, on very conservative lines. [...] Otherwise the organ part has from time to time been re-spelt by adjusting direction of stems or division between staves, and (rarely) by adding a note to show the part-writing.
The "supplementary suggestions" in square brackets are easily removed and I would propose to edit them out from the scan. Otherwise, the rest appears to be pretty much entirely typographical, and not worthy of the "modicum of creativity" test to merit a copyright. Does that sound right?

Yes, the score is indeed eligible to upload to IMSLP on the grounds of minimal editorial intervention provided that the "supplementary suggestions" in square brackets are removed, as you rightly say.
