El Jahuay

This piece was composed by José Rudescindo Inga Vélez, who was born in 1901 and died in 1984. Obviusly he isn't on PD even not in Taiwan but I found a work that apparently was published in 1930, so probably it could go to PML-US. I found the manuscript score of this piece on my source SIPCE.
In an entry of the blog of CONMUSICA I searched for the word "Jahuay" and there´s an image that has a text that reads "El Jahuay, an Incan Fox Trot of R. I. V., published in 1930".
On that print of the manuscript made by a newspaper, the date indicates 1930 and the blog claims that it was published in that year, so, can I upload it to PML-US?
Also I want to ask, in case that the piece is elegible, if I can use the photo included on the score for putting on the composer's page.
