Transcription of an unpublished, uncopyrighted work
I would like to contribute a transcription I made from memory of an unaccompanied motet by Frederick W. B. Monks (1923-89). Monks did not publish or copyright this work. All the mimeograph copies were lost in a fire in the late 1970s. Could I create a MONKS category under COMPOSERS, then, as "editor," upload my transcription? Monks' son has given me permission in writing to do this.

No I don't think so, if you see this chart here under the "Author known, Unpublished works", most likely all of his works are under copyright everywhere even if it is unpublished. Since the earliest he could have conceived something on a piece of paper (probably 3-5 years old), he is already under copyright everywhere by then.
You would have to get permission from the Heir or Estate Holder to have his works online.

If you have permission from his son, then you can do it as it is under license.
