Sufonias Aguinaldo - Filipinas Symphony (1934)

I am currently working on Sufonias Aguinaldo's Filipinas Symphony, which he completed in 1934 for his Master's degree at Washington State University: https://searchit.libraries.wsu.edu/perm ... 2470101842

Two related questions. Could I upload on IMSLP a copy of:
1. A scan of the symphony's original manuscript?
2. A critical edition of the symphony?
I would appreciate knowing IMSLP's stance on these matters, especially given complexities surrounding dissertations. Relatedly, if US law would generally present a barrier here, it would be useful to know if permissions from WSU or the family could help circumvent that.
