Is it possible to include the following works by Henri Mulet (1878-1967) on IMSLP? Am I correct that these works are PD in the USA only? Many thanks.

That's the problem - they're free in the USA only. You cannot upload them to the main server. They would have to be uploaded to the USA server by an admin with privileges and familiarity with the procedure (which is quite different). Cypressdome and Schissel are both expert at it. I recommend you ask them.
