Flötenuhr transcriptions?

A friend of mine is gonna send me some scans of a 1987 edition of a collection of organ pieces, written by Händel for a mechanical clock (or Flötenuhr)
The pieces are exact transcriptions of the clock's mechanism, including written-out trills in quintuplets and such.
Now I wonder, what's the copyright status on such material? It's a first edition (Urtext), so I guess the 25 year rule applies and it's EU PD since 01-01-2013.
But since it's a transcription from another medium, would it classify as an "arrangement"?
