Doubts about CC licenses and websites

I have doubts about the licensing and use to CC licenses used in other websites.
If the site is licensed, all its contents are also on the same license?
Example 1: https://portal.brasilsonoro.com/benzinho/ Site is CC BY-SA but is it the file?
Example 2: https://musicabrasilis.org.br/partitura ... uer-morrer Site is not licensed, but text says that the rights are CC BY-SA even if in the score there's nothing refering to that...
Are these files licensed in these licenses and so it is possible to use them?
