Creating work pages with no uploads?

Would it be ok to create pages for works if no music has been uploaded yet? For example: the opera Adriana Lecouvreur - I wanted to created a page just with the available links to the libretto and synopsis. (This would also save the eventual uploader the trouble of creating composer and work pages.)
Should such pages be marked with a "no uploads yet" template?

Pages should only be created when a score is available for upload. One of the reasons is that it is not possible in the category listing to distinguish which work pages are empty.

I'd like to add two comments to my posting above:

1) Pages do exist for works whose scores are inaccessible at this time (i.e. Turandot)

2) I also wanted to go through and put role- and section listings, for instance, for all of Monteverdi's 3 full extant operas, but one of them doesn't exist yet on the IMSLP, and there's no way to "watch" for somebody to create it, and then add the information. You'd need to regularly check all the composer or genre categories you're interested in, for all the works that are not there now, which is unfeasible.
