I would like to include the Sibelius Notation File with my compositions (I am the composer) that I am uploading to IMSLP. Would the Sibelius file be included under the "Other" category?

Zip this Sibelius file and add it to you composition as if it was one more instrumental part. See e.g. https://imslp.org/wiki/Partite_sopra_il ... _Bernardo). Say Engraving files (Sibelius) for the description.
