When is an arrangement not added to the piece's page?

This Anonymous old piece has lots of arrangements and I was surprised to *not* see them inside the piece's page above. They can apparently be found as independent entries, as seen here: https://imslp.org/wiki/Category:English_Folk_Music
For example this one: https://imslp.org/wiki/Greensleeves_(Kurz%2C_Thomas)

So... should I create a new page for this like the others? Why? What is the standard here that makes these arrangements not be grouped together?
