Is thing something only Moderators can do, or am I just missing something? I recently obtained a full list of works of Robert Kahn and would like to make a page for it.

You should be able to edit Kahn's category page and add the following on a new line within the |List Pages= field: Once you save your changes you can click on the newly created link and begin editing the list of works page. At the top of that page you should add the following: This will add it to the Composer Composition Lists category.
