Unable to upload

I have recently created a composer page and uploaded several new edtions of various works. Now when I try to do this again I am directed to a page, "IMSLP: Person Association", but I can't get past this even though I again created a composer page under the same name. I am only able to upload as a scan under Public Domain but no longer as a typeset edition under the Creative Commons.

If I upload a new version of a file will I be able to edit the Copyright and Misc. Notes associated with it?

Yes, you can edit the page after you upload the file and add that information.

I did upload a new version of a file and it is apparently awaiting review but I did not see any option to edit the Misc. Notes. How can I do this?

Depending on the browser skin you are using you will either see an "edit" button in the upper right area of the work page or a "page" drop-down menu in the upper left in which there will be an option for edit.
