Unless I'm mistaken (please double-check the list), it appears that all of the solo piano works by César Cui that were published with an opus number have been uploaded and made available on IMSLP as of today.
(Of course, there exists some solo piano music by Cui that has not yet been published (including works with opus number), and there are a few WoO works that were published but not yet on IMSLP.)
In addition, by the way, all of Cui's operas are represented on IMSLP in (pre-Soviet) piano-vocal scores, although it would be nice to have the 1885 Russian edition of Prisoner of the Caucasus, which is different from the 1882 revision. (That reminds me: I need to upload the French piano-vocal score edition of that opera from 1885. Next year!)
