Theoretical writings

Hi,
I was asking myself why theoretical writings of composers cannot be found in IMSLP. In the P2P network, we can find scans of various theory books. For example, Koechlin's "Traité de l'harmonie" (1923-1926) , several music theory works by Arnold Shoenberg ("Theory of Harmony", "Structural Functions of Harmony"...etc), Fux's Gradus ad Parnassum, ...etc... I'm not an expert on copyright question but i think some of them are in public domain in Canada.
So here is my question, is it IMSLP policy to provide only scores, or can we hope to find some theory books too ?
