I thought the policy was not to create separate pages for movements; an even more well-known example is

Hmm, it seems the separate movement also has a different opus number.

There are two different opus numbers in the Fauré case, so that takes preference.

Checking Nectoux as a reference for some general details... The original version of Sicilienne was for chamber orchestra, as well as in the form of sketches, possibly for planned (but unrealized) incidental music to Le Bourgeois gentilhomme (1893), and then versions for cello/piano and piano solo were written (published later in 1898 as Op.78), and then Fauré decided to incorporate the piece into Pelléas et Mélisande, Op.80. (I could be slightly off on the details, but the full story is in the Nectoux bio; details are scattered throughout the book, and I would need to read the relevant sections in more depth.)

So, it appears that Fauré authored Sicilienne well before the incidental music was conceived. So, in my opinion, having the separate pages on IMSLP makes sense. One improvement we could make though, is to cross-link the two pages (under Related Works) so that people know about the overlap.
