I believe this is actually 'Franz' Schollar (1859-1937). Can anyone more familiar with Cyrillic character and Russian confirm?

A Cyrillic alphabet page I pulled up confirms your suspicion. Also, Worldcat shows Franz as the author of the horn method. Good catch...
