Well, I've done some browsing of preview files of classical allegro movements in B-flat major; no hits so far.

A radio station host suggested it may be Haydn. For me the piece has Jupiter and Linz Symphonies' phrases.

I think Haydn/Mozart is a little too early for the style of the excerpt, especially the minor key introduction of seemingly new material right before the recap (assuming it's a sonata-allegro movement). The repetitive ending hints at Beethoven or one of his contemporaries. It may be a movement from a symphony or even an opera overture.
