History of piano technique, large chords, pedal

Nowadays all pianists play left-hand, chords with a compass larger than eleventh or twelfth like this: 1: play the lowest note 2: press the pedal 3: play the other notes arpeggio. But which is the earliest piano method clearly recommending this? I couldn't find it in Hummel's and Czerny's. In the times of earlier methods there were no piano works with such large chords.
