What if a Day (Dowland) Time

Hi,
I am transcribing the tablature of "What if a day" (IMSLP476052-PMLP772550-Anonymus-Folger_MS_V.b.280, 23)
It is on page 46.
Why is it double tempo from bar 19 on (line 6)?
It seems the time signature changes
All the transcriptions which i can find have half time.
