Casta Diva arrangement not by Chopin?

There is a piano solo arrangement of Bellini's Casta Diva on IMSLP attributed to Chopin. Alan Walker, author of the greatest biography of Chopin, is sure this is not by Chopin. What evidence supports its inclusion? Regards, Mike
