According to the entry you have on this work (with no score attached - unfortunately), the Finale has a tempo of Allegro con brio. The post of the work on YouTube has the Finale as Andante sostenuto - Allegro con brio. From listening to the music, it appears very definite that there is a slow introduction to the final movement, presumably Andante sostenuto. Please verify if you can, and correct.
