file PD in Canada but not in US and EU

I noticed the parts for the Christmas Concerto is marked as PD in Canada but not in US or EU because the editor died less than 70 years ago and in the US case, this edition was published after 1923 and less than 95 years ago.

I also noticed that the parts are currently blocked. So is it true that PD in Canada is not sufficient for a file to be published on IMSLP?

For right now, that is indeed the case. Basically the blocking software applies to all works not free in the USA (where a majority of IMSLP's users come from). In the future, we hope to change this so that items with 2 free tages (V or C) will be freely downloadable.

There are a lot of things to do, including a revived USA server, a semi-private FTP server, etc. The changes and improvements will start coming after the first of the year.
