Using library sheet music in public

This question is not IMSLP related but I am curious - what are the legalities in using library-borrowed, copyrighted materials in public performances, both on and off campus?

As long as the library has legally purchased copies which you have lawfully borrowed, you should be able to perform as often as you wish as long as the performing venue (or performing organization, or performers) has a blanket license covering live performances of copyrighted works with the appropriate performing rights society (ASCAP or BMI in the USA). A publisher does not have a legal right to charge you a rental fee (in the USA) even if the material is no longer for sale.
