Is there something restricting imslp from getting copland scores?

I'm going to move this to the copyright forum, because it fits there better.
Copland died 17 years ago, and unless you manage to convince the managers of his music to allow free downloading of his score, I'm very sure his music is still in copyright everywhere.

For Copland or any composer who died less than 50 years ago, the only possibility for posting on IMSLP lies in those works that are public domain in the United States due to publication before 1923, or (in the case of an American composer) failure to renew 28 years after first publication (if published before 1964) or failure to publish with the required copyright notice (if published before 1989).

The only two Copland works that are PD in the USA are the early piano pieces Cat and Mouse and Passacaglia, both published in Paris before 1923 while Copland was a student of Nadia Boulanger. These have been reprinted by Masters. Everything else is under copyright worldwide.
