Hi,
I wanted to upload an intersting piece from the Royal Irish Academy of Music.
So I've first created the RIAM template and then, when I read the first score page, it shows :

SOURCE: Hudleston Collection of Guitar Music , RIAM (acquired 1877)
Your use of the Hudleston Archive of music indicates acceptance of the RIAM
library’s Terms and Conditions of Use, available at http://library.riam.ie/terms.html.
Unless you have obtained prior permission from the RIAM Library, you may not
download entire volumes or substantial parts of the archive, and you may use
content in the Hudleston archive only for your personal, non-commercial use.

Is there any problem to upload the score on IMSLP ?
Is this the reason why RIAM template was not created ?

If the musical score is public domain then so are the images of that score that RIAM has posted on their library's website. Photographing or scanning a public domain document does not bestow upon the photographer, scanner, or the owner of the physical document any copyright to the contents of that document. The score can be posted here if it is in the public domain and if any bogus copyright notice that RIAM may have included on the images of the score is removed. No template has previously been created for RIAM probably because there was no one aware that it was a potential source for images of sheet music in which case that's a nice find on your part and please commence uploading items from their collection.

Thanks!
Cypressdome
