I saw this piece on the recordinglist, recognized the title, but it' s always possible that 2 (or more) different pieces have the same name.
But now it appears this is the piece I know (the melody) and I was almost certain it was still copyrighted, so I searched for information.
Is 't possible/allowed to upload an arrangement based on a piece that is still copyrighted and than putting it under a CC-license?
Can someone explain this please based on what rules, I don' t understand it and I'm really puzzled here
to find this at imslp.
The original composer is not recognized, it' s Hubert Giraud
In the description is only noticed that it's based on a French song.
I must be wrong because already so many people downloaded it and it' s uploaded somewhere in 2015....
Please explain somebody?

The short answer is "no". If the original item is under a full copyrght you cannot publish (that's what happens when something is made available here) an arrangement of it under CC without the blessing of the copyright owner.
