Updating of principal page of imslp and file rating

Only for my curiosity:
Why principal page of imslp (New entries) updates more or less once a week (if I'm not logged) ; but if I'm logged It updates more or less every 30 minutes?(I use firefox on linux and I always clear cake and cookies at the end of sessions)
Why do I find new files already rated if those are blocked ?.Once I found my file rated a second after I finished to upload it..
