Hi folks,
I'm just getting started here, and was wondering if the mediawiki api.php is present in the codebase to IMSLP. I'd like to be able to construct queries using the querystring "format=json", for instance.

Yes, the standard MediaWiki API is available. However, we ask that all application developers provide a specific distinguishable User Agent, or else banning may occur if the API is abused.
