Linking to other websites

If another website has all the PD music of a composer as PDFs can I add a link to that site on the composer page without creating a work page for each piece?

No, we require pieces to be submitted individually to their corresponding work pages.

Could I put the link on the discussion page of the composer category? The other site has over 200 works but ILSLP has less than 20. This might help those searching for the music until work pages can be created.

You may do that in addition to putting out a request on the forums (or changing your thread title here) so that other contributors and members may help migrate those works over to proper work pages.
