Sorry, no can do. Fox died in 1980, making him under copyright for IMSLP's sake.

It is now 2024 --I'm just curious -- in what year will the Virgil Fox arrangement become public domain and be able to be uploaded to IMSLP?

The Virgil Fox arrangement will only enter the public domain in 2051 in Canada (where IMSLP is based), and in the EU, which is 70 years after Fox's death (in 1980).

So you'll have to wait 27 years before this arrangement will be legally uploadable onto IMSLP, under current copyright laws.
