meaning of the movements/sections attribute

I am pretty sure I know what the number of movements means (trio sonatas have either 3 or 4 movements generally), but I am wondering about a single work, such as a pavan, that typically have 3 repeated sections.

Is it desired that the number of movements/sections for a pavan be set to 1, or to 3?

In those cases, just "1".
