I would expect this to be Non-PD US, yet it's status is PD. What is the rationale here?

I guess it's because Zeneműkiadó Vállalat was the Hungarian State Music Publisher:

Choralia's answer is correct, but indirectly. The 1951 copyright was not renewed 28 years later, per the requirements of US law at the time. It is not eligible for "restoration" as it is an urtext edition whose copyright expired in the EU (over 30 years publication - which itself is the maximum allowable term for such editions in the EU, which no EU country has enacted to my knowledge - Germany's 25-year term being the longest so far).
