Which genres of music are allowed?
IMSLP is mostly made up of Western art/classical music but is that all the scope of the project is, genre-wise? Could I upload Chinese or Indian classical music? Folk songs? Contemporary popular music in the public domain?

Well, if nobody replies, look at http://imslp.org/wiki/Category:Chinese_people, http://imslp.org/wiki/Category:Indian_people, http://imslp.org/wiki/Category:Folksongs and https://imslp.org/wiki/Category:Modern_style
For the modern style, go to a few work pages at random and see if they are Creative Commons or if they are non-PD in part of the world. Hope this helps.

I saw the "folksongs" category but I wasn't clear if that would include (e.g.) Woodie Guthrie. I guess I can always just upload and see what happens. Thanks.

As long as it is PD, I'd actually encourage submission of non-classical material - variety is good and IMSLP is meant to include all public domain music, not just classical.
