I found this old piano accompaniment portfolio. It has a copyright date of 1902 and is by a ragtime composer, named R. J. Hamilton. It is unknown when R. J. Hamilton died.

I've updated the information on the category page for R.J. Hamilton. The only publications by him that I could find appeared in the period 1890-1904. I would say you can just upload the work as a normal upload as the composer is likely PD-Canada and PD-EU and the work is certainly PD-US.
