Francisco Mignone's "Valse Elegante"?

Mignone himself died in 1986. The "Valse Elegante" score that I have indicates a copyright date of 1931, but I don't know whether that's the publication date or the date of some subsequent revision; data about this piece is hard to come by. Is this eligible for hosting?

Since he died less than 50 years ago, he is under copyright in Canada and the EU. If its first published after 1924 with a renewal filed, then it would be under copyright as well in the USA.
