Probably OK, since from Soviet era pre 1991 ?

The arranger seems to have been one Severian Nikolayevich Ganichev, the composer of a couple of Soviet military marches. There's practically nothing about him online, but he looks to have been active mid-late 20th century, possibly still alive.

The 1990 publication of his arrangement of Tchaikovsky's march seems to have been the first edition, so it's probably best to err on the side of caution and not to upload it to IMSLP.

I found some information in Russian about Ganichev Sever'yan Nikolaevich.

Colonel Pavel Makarov, from 1972 to 1977 was a student of Lt.Col. Ganichev Sever'yan Nikolaevich... so, at least until 1977, he was alive.
