But I am not sure if that is legal, since libraries normally has its own rule....

Library rules cannot supersede laws, and anyway, in this specific case, the re-use is clearly accepted and even encouraged. From the BDT website:
Translation: "Re-use - All materials present on the BDT library are Public Domain: this means that they can be freely consulted and downloaded, and also re-used in a creative way for newer and newer purposes".
I would just suggest to credit the BDT as the source of the materials when uploaded to IMSLP.
