I know this is an old post, but I thought I would bring it up here:
I think there needs to be guidelines for determining someone's nationality. As raised by other users, will this be determined by citizenship? by the name designation of the goverment of that geographic location at that time? By birth? By ethnicity? There are lots of gray areas here, and I'm seeing Ukrainian, Georgian, Armenian, etc. etc. composers classified as Russian or Soviet composers. This obviously applies to more than just people of the republics/states of the former Russian empire or Soviet Union, but I think some guidelines need to be made. Even Wikipedia has guidelines for these distinctions.
