images/8/88 is the MediaWiki hash for the file so that files with the same names don't get put into the same directory. That is perfectly normal. All files that you download will have images/something/something/. But apparently you do not see it when the download succeeds, but only when it fails.

I'm afraid I can't help you much here. The only test that I have left is this: try downloading the file from the following addresses, and tell me which one succeeds and which doesn't:
