From the cover page it book has been printed in USA
From the Preface page the Copyright *may* be of 1937

Well it's certainly PD in Canada, where IMSLP is hosted. It being C.F. Peters, it could very well be PD in the U.S. due to notice, etc. And, since it's urtext, it's probably PD in the EU.
But I'm not an expert.
Peters is the one of the worst European publishers about putting bogus copyright notices on editions that were published all the way back to the 1890s. The odds are very high that Soldan's edition was originally issued without a notice and has already been reprinted by Kalmus in the USA.
