I have no problem accessing this file. It has no restrictions placed on it whatsoever. Which browsers did you try, which versions, and what is installed that opens PDFs?

Thank you for checking. Now I can access it! Perhaps a server had an issue for a moment while I was attempting to view the pdf. Problem over.
